Short guide for incoming staff and students (From Third Not Associated Countries To Romania - Cluj Napoca, USAMV Cluj)
About the mobility type

A mobility which needs to have a minimum of 5 (five) days of activity and a minimum 8 hours of teaching. A mobility period of less number of days is not eligible. The grant for the activity is calculated based on a daily rate: 140 EUR/day.
Period of the mobility
- Depends on the budget we have
Study or traineeship:
- Short mobility - for PhD students (minimum 5 days - maximum 30 days)
- Blended mobility with short-term physical mobility: short-term physical mobility abroad of 5-30 days combined with a compulsory virtual component
- Long term mobility - a minimum period of 60 days Regardless the minimum period we recommend to respect the budget of the project
Travel
Travel days need to be different from days of activity, it is offered financial support for 1 day before the activity starts and one day after the activity is over. If the travel days (the before or the after is the same as the activity day the participant will not receive grant for two days of travel).
For travel the participants receive a lump sum which differs depending on the distance calculator which is provided by the EU. Origin place is where the partner university is located and the destination is Cluj-Napoca. If the participant starts its journey from a different place, we need to know! In case of green travel (train, bus, personal car) the grant can be different

Financial rules and documents
The participant must use only one source of financing for the mobility. If the participant use additional financing sources one needs to declare them – as in this case funding from EU Erasmus is not possible.
Documents: proof of travel (boarding, train/bus tickets) – NOT invoices or proof of accommodation (invoices). In case of green travel – Statement signed by the parts involved. Visa: In case a visa is needed the participants must take responsibility and arrange the mobility so that they can respect the dates of the mobility. The costs related to visa may be covered if the budget of the Project allows it, based on a request from the participant, relevant documents (invoices, prof of payment). The costs related to visa can be reimbursed only after/if the visa was obtained.
Interinstitutional agreements
Are compulsory in order to start the program. We will send the template with the information about our university, as soon as we receive the budget. Please fill in the information about your university. Please keep in mind we are not authorized to indicate who has to sign the IIA at your university, that is something you need to know. Please, beside the name of the official representative of the project, put the name and email address of the person who will be in charge with the administrative elements.
Application session
Our university has an online platform dedicated to the application session, so all of the academics and students interested to apply MUST do it on an online platform. No applications outside the platform will be taken into consideration. The applicant must click on Apply Now https://erasmus.usamvcluj.ro/ , create an account and fill in the application and upload the necessary documents. They Must make sure they click on submit. The account will be active for the entire period of the mobility (for those who are accepted) and the communication and documents will be mainly made within the platform
Documents to apply
All the information on the documents will be posted on our website, please read it carefully and if you have questions please feel free to write to us or access the FAQ (Frequently asked questions) section which will also be available on the website in January.
The documents the applicant need to upload in the platform are:
- Students:
- passport,
- ID photo,
- Learning agreement (study or traineeship -the template will be available on the website). The LA (learning agreement needs to be uploaded in editable form).
- Academic staff:
- Passport
- Agreement Proposal (Teaching or training agreement – the template will be available on the website). The teaching or training agreement must be uploaded into the platform in editable form.
Other information
Green travel – in case the green travel is available, the participant has to fill in the statement for green travel, approved by the sending institution (template will be available on website)
OLS – Online linguistic support – mandatory for mobilities longer than 10 days.

Top up grant for fewer opportunities
Whenever available, the criteria is as follows:
- Students who are orphans (of one or both parents)
- Students from foster homes or foster care – Students who present a certificate from a specialist doctor (other than the family doctor) for one of the following conditions:
- Tuberculosis, diabetes, malignant diseases, severe malabsorption syndromes, chronic renal failure, bronchial asthma, epilepsy, congenital heart diseases, chronic hepatitis, glaucoma, severe myopia, immunological diseases, rare diseases, disorders of the autistic spectrum, hematological diseases, deafness, cystic fibrosis, HIV infection or AIDS diseases, locomotor disability, ankylosing spondylosis, joint rheumatism
- Students whose family achieved in the last 3 months before the start of the mobility an average net monthly income per family member lower than the minimum net basic salary for the economy (in the country of origin), calculated as the average of the net income for 3 months.
Documents necessary for top up grant:
- Request – Make sure you indicate in the request the following information:
- Your full name
- Country and university of origin
- Type of mobility you have been accepted for
- Description of your fewer opportunity
- Proof (attach a copy of the proof in your national language and an official translation in English*). For participants from Rep of Moldova there is no need for a translation if the proof is in Romanian language.
- For the incoming participants (to USAMV CN) the sending organization must check and evaluate the request(s) of the participant(s) and send the beneficiary university (USAMV CN) the resolution for each case.
Insurance and Visa
The participant is responsible to apply for the type of visa according to the period (for those who need a visa to enter in Romania) https://www.mae.ro/en/node/30320.
All participant need to have a valid insurance (medical insurance valid in Romania which MUST contain repatriation)
